Lebanon’s Minister of Labor, Mohammad Haidar, has issued a memorandum banning the advertising and promotion of offices that recruit foreign domestic workers.
The decision was issued in the public interest and in accordance with Article 12 of Decision No. 74/1, dated July 1, 2025, which governs the operations of recruitment offices.
The minister said the measure also reflects Lebanon’s commitment to labor standards set out in Arab and international agreements.
Under the new memo, owners of recruitment offices are no longer allowed to advertise or promote their services through any media channel.
This includes television, radio, print media, websites, and social media platforms. The ban also applies to messaging applications such as WhatsApp, including the use of “status” or similar promotional features.
The ministry warned that legal action will be taken against any office that violates the ban, in accordance with existing laws and regulations.
The memorandum also assigns responsibility for enforcement to the Labor Inspection, Prevention, and Occupational Safety Department. The department has been tasked with monitoring compliance and following up on any violations.
The ministry said the new measure aims to better regulate the sector, limit misuse of advertising, and ensure respect for labor standards.
