
LEBANON - A high-level meeting was held on 5 February 2026 at Lebanon’s Environment Ministry to assess the outcomes of the recent United Nations Climate Change Conference (COP30).
The session was led by Environment Minister Tamara Elzein, who was joined by Brazilian Ambassador Tarcisio Costa and members of Lebanon’s negotiating team that participated in the COP30 talks last November.
A central focus of the discussions was Lebanon’s Nationally Determined Contribution (NDC), the country’s formal climate commitment outlining greenhouse gas reduction and adaptation targets.
Minister Elzein stressed that revising Lebanon’s NDC demonstrates its commitment to international climate processes and could improve access to global climate finance mechanisms, which are essential given the country’s ongoing challenges.
Estimating the needs of its long-term climate strategy at $11 billion, the minister emphasized the importance of international funding over domestic resources to support climate action.
Minister Elzein also announced plans to establish a new climate office within the ministry as part of an internal restructuring aimed at strengthening Lebanon’s institutional capacity on climate issues.
Brazil’s Ambassador Costa reviewed COP30 outcomes, highlighting progress on issues such as forests and reforestationand the role of collective international cooperation.
Meanwhile, a UNDP climate consultant, Léa Kai, affirmed that Lebanon is prepared to pursue climate financing.
