This Technical Note summarizes the direction and main findings of the Solid Waste Roadmap prepared by the Ministry of Environment in Lebanon in close collaboration with the World Bank and based on extensive consultations with key stakeholders. The note was prepared as part of a World Bank-financed analytical study titled: “Lebanon Waste Sector Reform and River Basins Depollution”.
The “Solid Waste Roadmap for Sector Reform and Priority Interventions in 2023-2026” identifies priority reforms and interventions required to move towards an Integrated Solid Waste Management (ISWM) system in Lebanon. This Solid Waste (SW) Roadmap is structured along three main pillars: (i) Sector governance; (ii) Waste diversion, and (iii) Priority investments. It provides an overview of the challenges facing the SW sector, presents priority reforms for governance and elaborates a scenario for securing basic waste-service levels. Estimates of investment and financing needs, including cost-recovery, are also key elements of this Roadmap.
